I doubt they will make it mandatory again there is and has been a huge lobby to get rid of the law/keep it gone. Big "Rights Rally" every year put on by Abate. That's how it was repealed in the first place. As for it being up 60% look at the percentage of the increase in riders. They have been trying to make it mandatory again ever since it was repealed, that's nothing new. The powers that be just want to make everyones decisions for them about everything they can get away with. After all they know what's good for me better than I do.
