Spray in a little WD-40 and work it around with a small screwdriver, it will come off eventually.
I'd rough up the bar ends with a little sandpaper, spray on the hairspray. The new grips will slide right on. Get them positioned and let it sit overnight. Then, go profile the new bling!
Edit - just saw "throttle side". It's been a while, but the whole throttle comes off and the new grip has it's own. Just loosen the grip clamps, unhook the cables and pull it off.
