Legend has lower seat height and a 5 speed trans.
TBS has sportier riding postion with rear sets and drag type bars, dual front brake, different exhaust, 6 speed trans, adjustable suspension front and rear, claimed more HP.
Both were pretty bullet proof and great rides.
(unless you insert a whole bunch of #3 washers were they don't belong......)
