Those bushings are longer than the mount, so they are what the bolts snug up to.
The result is they can crush & lock on.
1/2" hard copper makes a suitable relpacement, & you can cut 'em a bit shorter so the bolt snugs up on the mount.
Lube makes a lot of sense in that case.
At one point, I had the noble intention of finding bronze bushings that could be reamed to fit.
That project has gotten pushed somewhere behind the back burner.
