Years ago I had a KZ1000 with a Vetter fairing on it. It was a very smooth ride. I could wear a ball cap and smoke cigarettes easily, even though I was looking over the windscreen as opposed to through it. So yeah, if you put enough plastic up front you can all but eliminate the wind.
The helmet also makes a big difference. I wear a HJC Symax-II flip-up, and the buffeting is FAR less than it was with my old full-face helmet. Still too much to put up with on a regular basis though. I only use the Slipstreamer for cold-weather riding.
