I'd guess the technology is still there, problem is the people with the money equipment and knowhow to do it are the oil companies themselves,and they have very little insentive to spend the kind of money fully develope it.

It will probly be a country like China that makes it happen,
The Gov can spend billions on whatever projects they feel like, without any type of protests.
