I've used regular old chrome polish and 0000 (4 ought) steel wool. It won't scratch the chrome, but it takes the rust spots right off. I restored a 1965 BSA like that, and the original pipes turned out looking brand new! I wouldn't use any power tools, too much pressure, too long in one spot could go through the chrome layer.
