I would disagree somewhat on the infrastructure. There is already ample infrastructure that could be readily put into place, such as buses. The problem is, how far will things have to go before they resort to that kind of thing. Granted, the services will have to be expanded, with more things like commuter lots and pickup locations, but it could be done relatively fast, but I just don't think most people are willing to give that up and some people just plain and simple look down on people who ride mass transit(sadly)
