The CCA (cold cranking amperage) is the available power to draw on. As Matt said, the amp draw is determined by the draw, not by the source.
Voltage is the amount of electrical "pressure". Now if you try to jump your bike from a 24 volt source, you're screwed. But any 12 volt source will be fine, so long as it has sufficient available amperage.
As for jumping through the accessory plug, the amperage draw for the starter is too high and will blow the fuse or let the smoke out. You could hook up to a car battery through the plug and let it charge for about thirty minutes, unplug it and you may have enough charge to start your bike.
