Last I heard, the Scots had their own parliament. The situation there would be somewhat like the US civil war being settled by giving the south their own congress but keeping the same president as the north.
The difference is that the royal family is, technically, Scots thanks to queen Mary of Scots cleverly arranging some marriages that made it inevitable that James 6 of Scotland (think it was 6, maybe 5) would also become James 1 of England. Because of that, Scots swear allegiance to the queen, but not the crown.
