I would think that a valid reason for a locking cap is to keep kids and vengeful ones from putting undesireable things like sugar or sand in the gas tank. But, the filter might stop the sand, I don't know about the sugar or salt. Maybe far-fetched though.
the petcock has a very fine filter on it, I just found about a tablespoon worth of sand in it. Then theres the aftermarket inline filter, and the hidden filter to get through
