Not likely.
A stock 100 inch Victory has something like 85 HP & 105 ft/lbs torque, and I haven't had a Harley pass me yet.
The HD might have some low-end torque edge on the Speedy/America, but once you're up to cruising speed you can move right along. We used to cruise 2-up with a load of gear at 75-80 MPH, no problem. The revs are just much higher than a v-twin.
