that is the opposite of a "rain or shine event". in other words, if the weather channel says it is going to pour all weekend, and it really looks like it will, the whole danged thing is off. if twc calls for scattered showers, the whole danged thing is on. in my neck of the woods the weather can change pretty quickly and predictably and it is usually fair but we do on occasion get socked in ergo ipso facto the 'fair weather' dictum. capisce?
