The correct answer is that they are timing marks for Highway Patrol aircraft.
Perhaps one of the LEOs on the board here will chime in.
I've known this since the 60s when a friend's dad who was also a state trooper told us about timing speeders from an airplane.

And as GB mentioned they are made obvious so that drivers know the area is patrolled by aircraft.

They're more sneaky in some parts (like Nevada). They have hash marks on the shoulder at 1/10th mile intervals for the timing. Not nearly so apparent to drivers,,,,,or riders.
