I always thought it meant the road was part of the highway that can be used for a emergency runway.

but the "If you mean the airplane silhouettes that are painted on the highway every 1/10th mile then your talking about the markers aircraft enforcement use to measure your speed for ticketing purposes" makes a lot of sense.

What a mystery.
