The chrome on my dually footpegs is coming off too, and it's only been 5 years...the chrome on the grips is ok..but I most always ride with gloves...but the few times I have I didn't notice any black...
A couple of wraps of double sided sticky tape and some lighter fluid or lacquer thinner dumped on the tape, then slide the grips on... works for golf club grips....
Never did glue my grips on. Maybe something about changing the handlebars 3 times...<G>
