It sounds like you filed a Schedule A, Itemized Deductions, and did not pay tax on the State Tax you paid in. IRS allows a tax deduction, on Schedule A, of taxes "owed" to a state. There are taxes on a refund because you may have not paid taxes on that amount of non-state tax. I am not sure if I have explained this very well, but that is the basic way it works.
