Accident or on purpose - If their action truely CAUSED your misfortune, SOMEONE (most likely a parent and/or their Home owners insurance) is LIABLE.

I might add that anyone nor wearing an asshat knows full well that a hoola hoop will not escape the hands of its handler and run into traffic - So it wasn't a freakin accident!!!
That liitle bastion did the 'boomerang' move with that hoop just to get some poor so and so to slam on their brakes - I see it as though I was there. Get a cop, get the school officials, find out who was responsible and 'hang' the little, no good, **** for all the others to see and hope they heed the warning!
