Here's the response I got from Danny at the New Grand. I 've been gone from Thompson Falls since early Monday to Lewistown, MT. A trip which began in a whiteout and ended at Lewistown in -30F (another story). His response below verifies what you said.

"I’m taking the bull by the horns and saying yes we are going ahead that weekend (July 18-20) however it will not be a sanctioned event as Jim wanted it in August and my replys were that it was not favored. I will organize the dinner beer gardens etc. It would be good to get some help and get our own T-shirt done.

The charge will Be $55/person for the weekend and will be payable to Myself. The fee covers rally T-shirt and the prepared Saturday Banquet meal. I will be looking for help to put this together—do you have any suggestions
