Yes, they pull the tank when to remove the AI. First thing you may want to check is if the over flow tube did not get pinched. It is easy to do when putting the tank back on.
It is underneath the tank. If you pull the tank off, it is the rubber hose that is underneath the tank in the tunnel that goes to the filler hole. When that gets pinched it does not allow any air into the fuel tank and acts like you do not have the gas turned on. Kind of like when you cover one end of a straw.
