My experience is exactly opposite, the rice racers almost always wave and the guys on cruisers and customs not as much.
How about the highway? I see alot of waves coming from the opposite direction of a interstate, sometimes its just to fast to wave back, or I dont want to let go of the grip if its windy or in traffic. 
Noticed that on this side of the pond as well. They are either 1%ers or wannabe's or SAS HD Riders
(SAS = Saturday and Sunday)
If you do it today you MIGHT regret it. If you CAN'T do it tomorrow you WILL regret it.
