Well,
after taking everybody's input, from the listed post (http://www.bonnevilleamerica.com/forums/showflat.php?Cat=0&Board=Carbs&Number=271700&PHPSESSID=&fpart=1#Post271700) I tried almost everything I could. I made my own monometer, balanced the carbs, which by the way were so far off I had to turn the engine off to adust and then turn on to check initially. But they are good now. I pulled the shims out and tried the tbs needle un-shimmed, then put the 45 pilots back in, then tried the stock needles with one shim. Still has the hesitation from low to early mid range throttle. It seems to only be most noticeable if I roll the throttle slowly. If I pound on it, it is not as bad, but still jumpy. Could it be due to a bad vavle seat?? This is annoying the ****** out of me!!!

have you checked the diaphrams at the top of the carbs that actually lift the needles? If you do be very careful to seat them back properly when re-installing. A small leak in those would cause what you describe.

I would doubt a bad valve seat as that would be present throughout the rpm range, it's more likely that Ian's correct about a vaccuum leak...tops of the carbs, manifold rubbers, or squirrel condoms all come to mind from what you've described.

You know, the first time I had a problem with this was when I was adding a shim to the needles and then put it together, rode the thing the next day for like 700 miles and it ran like crap. I thought that very same notion about the diaphram not seating right. So the next day I took it apart again and made sure there were no tears in it and that they were seated right and they were. I replaced all the vacuum hoses and condoms, so I am at a loss of thought.

Could try spraying carb cleaner around all the rubber connections,condoms,intake rubbers,etc.. and if the engine changes at all there is a leak that you can't see. If no leak then I am not sure what to tell you to check other than the things you have already mentioned. If it is in the ignition timing adv. you may need to plug it into a computer. (I doubt that is the problem but it is possible)

I had the same problem with the hesitation after adding shims and even after trying twice checking the diaphrams they were the cause of my hesitation. before putting the covers back on work the diaphram into the groove all the way around then my problem went away.

I had simmilar issues with hesitation in throttle responce. Drilling my slides cured it
