Go buy the UNI filter cleaner kit. You spray it with the filter cleaner (a solvent), then rinse it - inside and out. (Yes, you do have to remove the filter from the air box.)
After the filter is clean and dry, then spray the inside and out with UNI air filter oil, work it into the filter media, wipe off the excess, and install it.
The directions are on the kit box, and on the individual spray cans. The kit should last you several cleanings. (several years?)
