i was rejetting a 03 sm and when i took out the main jet it did not have the collar in it it ran all wright when i was done can any body tell me what it dose

Not sure the part you mean but if it is the part the needle slides into in the venturi area I would be worried about where it went and did it do any damage as it went there.

The collar in this picture correct? Seems that someone else had misplaced this collar and the bike surged and didn't run right. At least on that one side.

MOE the collar in the picture is the one i am talking about but the bike seems to run ok but the side with out the collar dose not pop when when you let off the gas and the right side dose

Two things:

The collars get stuck in the carb bodies easily.

there is a crossover pipe in the exhaust, so it would be difficult to determine one side popping. none the less, if you did a rejet, you need to balance the carbs. Then you can see if one side is leaning out.

To answer your post, though, it guides the needle into the needle jet and keep the mix accurate (well...ahem, as accurate as it is going to be with a vacuum carb). You need it...

Re collars Which way is up? They are different on the ends one end is indented the other is a slight convex. just ripped my carbs apart actually hoping that one of these was missing and the cause of my problems, but alas both in place convex side up just wondering if this is correct as it seems to mate better with jet with the convex side down.
