Actually, I'm glad someone resurected this thread.
I discovered the perfect solution without the Zip Pass -- Smart Tag, down here in VA, has an "external" transmitter that's designed to be bolted to a license plate -- turns out it fits perfectly when wedged between the handlebar risers and the speedo. I have mine wedged in, and held in place with two zipties. It's simple, unobtrusive, and cheap.
