We had that at the end of the 19th century and market hunting almost extinguished the species, the carrier pigeon didn't fare as well and the American Black Duck got dangerously close to disappearing. Good regulation allowed deer to regain their populations nationwide, however, human encroachment on the habitat and it's ensuing destruction has resulted in overpopulation that has not been addressed by the regulating agencies. It is ever so, a good regulatory legislative action goes unchanged and eventually the current situation eclipses the original good plan making it untenable. Too bad more folks aren't active in pursuing common sense adjustments to good legislative actions.
