As far as diameter, it will probably fit OK. Bigger rim and skinnier tire vs smaller rim and *fat* tire would come out about the same.
The width will be a problem. Note that they offset the engine on the TBA-S/M frame about 2 inches so the chain would clear the tire. This means you will have to add 2 inches worth of spacers under the rear sprocket to keep the chain in line. Most likely, you will have to do the same with the brake disk. Once that is dealt with, you will need to get some spacers made to center the hub on the axle.

If you did all this, you would probably be dissapointed in the appearance because it would look like one of those toy spares under the stock fat fender, and it would be a lot of work to adapt one that fits around the wheel better.
