So I was crusing down the highway at 75 mph and past one of those radar speed posting signs and it said I was doing 68 mph. So thats about 10% lower than indicated. Am I to believe that the odometer reads/indicates 10% less than actual mileage too.

Speed yes, Miles no. The odometer is dead on. At least mine is.

Checked over long distance on the highway and a GPS, I found my speedo reading of 78 mph was actually 73 and I think most of them do read higher than your actual speed. The odometer is entirely different. Mine reads less than 5% FEWER miles than I actually go. If they were connected, you would think if the speedo reads more speed than you are actually going, the odometer would read more miles than you are actually going - not the other way around. Anyway, the odometer is not off as much as the speedo.

Is there anyway of getting the speedometer adjusted to be precise?

No adjustment - the only thing that might make it more acurate is changing the front tire size to a slightly larger one.
