Not always. Most of the british OEM has brown for ground (earth). If you have access to a multimeter it's easy to check which is ground. You can pick-up a basic one from any parts store for cheap.

The tail light has two filaments in the bulb and the base of the bulb will have two contacts, the ground wire will go to the "side" of the base of the bulb. If you can see the back side of the bulb holder you should be able to tell which is which as far as the ground side?

edit: If you have a power wire to one contact and a ground to the other contact and a power to the "side"of the base at the bulb your tail lamp would be very bright and may pop a fuse when the piece is bolted to the bike??
