No it shouldn't. Your Salt Flat time slip is a speed sustained over either 1mi or 1km, depending. A ticket can be just a flash reading. Or downhill. It's a bigger accomplishment to get a reading over a measured distance. More accurate too.
But if someone has the guts to get their top speed measured by the law on purpose I'd have to give them credit
