In VA we are a open carry state, it has to be openly visible. If you pack it under the jacket you need a concealed carry. As for carry in the saddlebags, you should be ok as long as guns and ammo are stored and cased separately (CAVEAT: check with each state you are going to be traveling in to be dad gum sure).
