Mythbusters did a segment on techniques for beating the cameras - nothing they tried had any effect. A friend of mine in Germany had his (car) plate mounted with a down-tilt...plainly visible from the front, but the cameras were mounted high enough that the plate was edge-on to the photo.

The real kick to the cameras was that they ran out of film in a couple days but didn't get reloaded for at least a week.
