I have Bubs on my America that are no where near as loud as those folks with the deafening base tones that make your chest pound whenever they get anywhere near you. I try to be respectful with my pipes, not reving them loud if in neighborhoods, etc.
If local govs. are going to address noise, then they need to address all violators, not just motorcycles. And how bout them Semi trucks! I've been next to them and couldn't even hear my bike running----DUH!
