I had some Ebay frustration a few months ago after winning an XM home stereo dock for a very low price. Tried to pay the seller via Paypal, but his account was suspended. I emailed the seller through Ebay and his email account with no response. Requested his phone number from Ebay and called him several times, no response. I wanted this item and it was offered by numerous other vendors as a "buy it now", but I didn't want to be responsible for two.
I contacted Ebay's resolution department numerous times to ask them to strike the item from my record so I could buy the same item elsewhere. I kept getting the stock reply, contact Paypal, contact the seller, blah,blah, blah. I'd already done all of that over three weeks with no response. They didn't come out and say it, but did not remove the item. It's still in my Won list as "Unpaid". I saved my documentation if the seller would ever give me bad feedback and bought a similar item elsewhere.
It made me mad Ebay kept reciting their stock replies and really took no action against the seller. If I had paid and not rec'd the item, I believe Paypal would have stepped up and gotten resolution.
