Yes. I just went to the garage to check, one inch clearance at the sides of the fender, a half-inch clearance in the middle. I wouldn't try it with a /90 tire, but a /70 is only 3mm taller sidewall. 
I guess my 120 Avon is an 90 series tire which is just tall enough to rub without modifying the bracket.
Crap, I guess Avon does make a 130/70, but my 120/90 is on the way and will be here Monday. Plus I've already modded my fender bracket.
