Might sound like a dumb question, but what is the restrictor kit. What can it benefit.

it drops power, really no benefit unless you want to go slower

It's really aimed at the UK, as after the test you are restricted to 33 bhp for the first two years. The restrictor kit restricts the bike to 33bhp so a newbie rider can still ride a decent bike.
On the other hand, if you are over 21 just do the test on a bigger bike and you don't have the restriction...

I think it applies to peeps who pass their test on a 125cc ... or is it only for 21yrs+ who pass on a 125cc????

As long as you're tall enough to do your DAS on a big bike!

From my understanding, it doesn't really make a great deal of difference to the performance of the bike.

Probaby (guessing) just restricts throttle linkage rotation on the side of the carbs. Since our bikes have approximately full torque through midrange anyways, it probably would not make too much difference except at high speeds and full throttle acceleration.
