Newbie chain question

I recently purchased a 2004 America and I'm getting ready to adjust the chain which seems kind of loose. The owners manual says the vertical movement must be 0.78-1.18 inches midway on the chain. I figure 1 inch would be right on the money. My question is, does that mean 1 inch up and 1 inch down which would be 2 inches of play or .05 inches up and .05 inches down for 1 inch total?

1" total and move the bike so you can check it in several places and adjust so the 1" play is in the tightest spot. A chain doesn't wear evenly thus the need to check in more than 1 place.
