I used my jig saw, some masking tape and a metal blade on my last bike; I think a lot of folks probably use a die grinder with a cut off wheel. A nice b*st*rd mill file is good follow up after the cut to take the sharpness off the edge.

Looks like the tooth grade of the file is an illegal word here
