At the risk of being labeled an agitator, I have to point out that the tire profile plays a big part in this and that the circumference is the more important number than the diameter of the wheel in this equation.
Dear Agitater  you know that circumference follows diameter wherever it goes , they are directly proportional . Where all this is concerned , the actual circumference of the rubber that is in contact with the road would apply , true , not just wheel diameter . The Vorlons concur .
