While environment does definitely play a role in ones attitudes, the comparison with dogs misses one thing.
Human beings have a choice in how they behave. That's why we make laws and expect them to be obeyed. Unlike the other creatures on this planet that act by instinct alone (and training is using the natural instincts), Humans have the capability to choose their actions, and behaviors.
Vick is the only one accountable for his actions since he is an adult human being.
