Most, probably all of the companies that make tie wraps (plastic ties) also make a flat bit with sticky tape on the underside to tie stuff down to flat surfaces. One of those and a tie wrap should work long enough to save up for something more fancy. I think the stock one is probably an off the shelf item because the Enfields made in Injia have several of them.
