Or, do you use musical ability. If so, well that knocks out the likes of KISS, AC/DC and a million over heavey rock/metal bands. Not exactly at the forfront of musical abillity are they.

Mark, you are absolutley right. There has to be rules set down to decide the "best band" of all time. I vote for overall musical ability over popularity. For example Jetro Tull and Oingo Boingo. Both lead men (Ian Anderson and Danny Elfman respectively) are both absolute musical geniuses that can play any kind of instrument at anytime and play and write any kind of music at any time.
If determining the best band depended on popularity, then there is no way to pick one "best band". It would have to be spilt up between genres and eras.
One thing that is unfortunate, is that there are (were) a lot of very talented bands (in all genres) that put out one or maybe two awesome songs, then you nevber heard from them again for whatever reasons (not enough political pull within the music industry is the biggest, the band broke up or even they achieved their dream of making an album and moved onto something else).
