For the most part,law enforcement will usually ignore missing items except the more obvious stuff such as license plates, stoplights, etc. unless they are really looking for some excuse to pull you over. In that case, they will no matter what. On the other hand, what is not missing had better be in good condition and working. Everywhere I've been, they are much more likely to stop you for a broken or missing signal lense than no signals at all.
That's one of the nice things about out bikes. To the unwashed masses, they look just like the ones that didn't come with all that extra junk.
