generally if it didnt come from the factory with them then they arent required. If they were an oringal equipment then they are required. So. Some inspector's probably would pass them without. Some would go by the book an require them. As for law enforcement folk, it all depends on the mood they are in. But the best answer I can give is yes they are required if they were factory installed, and as such could rate you a ticket.
