The handle is hardly load bearing... I made my handle out of a 2X3 scrap I had laying around. The trick is securing it to the base well so it will turn, that's why the pipe idea is good. But I liked NOT having metal pipe swinging around my bike! It sure does make chain maintenence easier.
If you are gonna go steel like that and have the resources, I say go for it! Just base the dimensions off the size of boards they are talking about in the link above. And don't squish your filter.
