It is. They can be purchased and installed seperately or together. When purchasing seperate, the fastener lengths are slightly shorter. Its no big deal if you have the longer bolts. The can be bought to length or shortened. It may not even be an issue? Someone can chime in on that detail.

I've got the combo tall sissy and rack. Running just the rack right now.

No adjustments necessary if you want to run just the bar, or just the rack, though some spacers would probably add stability if you are carrying a decent sized load with rack only.

I've been planning on picking up some 3/8" square stock (I believe the sissybar is 3/8x5/8") to make spacers and then mounting a small Emgo trunk on the rack. I'll post pics when I actually get around to doing it.
