I have to say, sometimes.
Some people are so self-involved that they notice very little. You see them driving along in the left lane with an emergency vehicle running code three right behind them for quite some time before they notice and pull over.
Believe me, they won't hear your pipes.
Now that I've said that, sometimes loud pipes do get the attention of a driver who might not have otherwise noticed you.
Point:
Don't depend on your loud pipes to protect you.
