That's the seam where they weld the tunnel portion to the outer portion. Monkeying with it in any way is begging for a leak. That said, I'm waiting to see if someone goes to the trouble of cutting it off and butt-welding the two tank parts together. That would be the "proper" way of doing it, much like shaving drip rails off a car.
