No, that would be the size of the spanner required to turn it. As Mark  said the bolt's M8x30mm, which happens in most cases to have a 12mm hex head, but could equally have pretty much any other head and still be a M8x30mm bolt.
Yes I gave the wrench sizes needed to turn them  . fyi: The pillion bolt comes stock as a M6 x 16mm
