The A** hole that raised the dog is the one that shaped him/her into an incorrigible dog. It's not the dogs fault. The dog is a product of it's environment. The jack hole that raised him should be locked up.

That said. Once an animal has gotten to such a point there's only so much rehab can do. Sometimes it's best to put them down.
